Temporary Detour for 15th Street Bridge Project

The N. 15th Street Bridge Replacement project will be starting soon and as part of our commitment to transparency and community engagement, we want to keep you informed about the details of the project
and its potential impact to the community and the traffic patterns in the area.

The Contractor on the project has informed us the tree clearing for the project will begin February 26, 2024 and will last for approximately 2 weeks. During this time, the roadway/bridge will be closed to
traffic. A detour will be in place during the closure period: Detour Route

Following completion of the tree clearing the roadway/bridge will be reopened to traffic until the point the Contractor is scheduled to start the bridge replacement.

NOTICE TO BIDDERS —  February 20, 2024

 

STATE OF IOWA – Sealed bids will be received by the Iowa Department of Transportation (DOT), Contracts and Specifications Bureau, 800 Lincoln Way, Ames, Iowa 50010 on March            19, 2024 at 10:00 A.M. CDT for various items of construction and maintenance work.

Plans, specifications and proposal forms for the work may be seen at the Contracts and Specifications Bureau until noon on the day previous to the letting. A listing of projects open for bids and details for each project will be available to potential bidders and suppliers three weeks prior to the letting date at www.bidx.com/ia/main or www.iowadot.gov or by calling the Contracts and Specifications Bureau at 515-239-1414.

The Iowa DOT uses the Bid Express website – www.bidx.com – as the official repository for bid submittal. The Iowa DOT will ensure this repository is available for a two-hour period prior to the deadline for submission of bids. If there is an interruption of the bid submittal system, or for other reasons as necessary, the Iowa DOT may delay the deadline for bid submissions to allow potential bidders to submit bids. Instructions will be communicated to potential bidders via the Bid Express agency notifications page. The official bid submission deadline is the cut-off date and time listed on Bid Express for a given letting.

Opening and reading of the bids will be performed by the Contracts and Specifications Bureau one half hour after the bid deadline on the day bids are to be received, unless otherwise specified by the Iowa DOT.

Unless otherwise specified, a bidder shall submit a proposal as per Article 1102.09 of the Standard Specifications. Proposals received after the bid deadline will not be read. Proposals containing any reservations not provided for in the forms furnished will be rejected. The Iowa DOT reserves the right to waive technicalities and reject any or all bids.

Unless otherwise specified, a bidder must submit a proposal guaranty/bid bond with each bid as per Article 1102.11 of the Standard Specifications.

Per Iowa Code section 423.3 (80), the contracting authority will issue an exemption certificate for the purchase or use of building materials, supplies and equipment used in the performance of the construction contract.

Failure to execute a contract and file an acceptable performance bond and certificate of insurance within 30 days of the approval date for awarding the contract will be just and sufficient cause for the denial of the award and forfeiture of the proposal guaranty.

The Iowa DOT (or other approved contracting authority) hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

On federal-aid projects, where disadvantaged business enterprise (DBE) goals have been established, the bidder is required to complete and submit form 102115 with the bid documents. On all projects without DBE goals, the contractor must show that affirmative action has been made to seek out and consider DBEs as potential subcontractors.

Some projects may be listed in multiple proposals (as an individual project or part of a combined package of projects). The contracting authority will determine which combination of proposals produce the lowest bid for these projects.

Minimum wage rates for all federal-aid projects have been predetermined by the U.S. Secretary of Labor and are set forth in the specifications. However, this does not apply to projects off the federal-aid highway system. All federal-aid projects are subject to the Contract Work Hours Standards Act, as amended (title I of Pub. L. 87-581, Aug. 13, 1962, 75 Stat.357) and implementing regulations.

By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within Iowa, and also, a resident bidder shall be allowed a preference against a nonresident bidder from a state or foreign country which gives or requires a preference to bidders from that state or foreign country both on projects in which there are no federal funds involved.

ROAD CLOSURE

**Road Closure**
The City of Adel has approved to allow Turner Construction to close a portion of 9th Street from Court Street to the alleyway North of the construction site (see snapshot of area below) to help facilitate construction of the new Dallas County Admin Building.
The closure of 9th Street will begin on Tuesday September 6th, 2023, and the closure will remain until approximately Memorial Day 2024.
The closure will include the off-street parking to the West and East. The sidewalk along the County building at 902 Court Street will remain open.

FIREWORKS

As a reminder, in 2017, the Code of Iowa was amended to allow for the sale and use of consumer fireworks and novelties within the State of Iowa.

However, the Code of Iowa allows cities to ban the use of these types of fireworks within city limits by city code.

Within Adel’s city limits, the use of consumer fireworks and novelties is prohibited by ordinance.

In certain cases, the Adel City Council may grant a permit for the use or explosion of display fireworks. Display fireworks are differentiated from consumer fireworks and novelties under Iowa law.

An organization interested in a display permit must provide evidence that the display fireworks will be managed by a competent operator and obtain insurance as required by the City Code.

Regarding the sale of consumer fireworks or novelties, licensed sellers with the State may sell these types of fireworks within Adel’s city limits. If sellers are operating out of anything other than a permanent building, they must obtain a transient merchant permit at Adel City Hall.

HWY 169 Construction to HWY 44

On Monday, April 3, 2023, the Iowa DOT will begin work on HWY 169 between HWY 6 and HWY 44.

The construction work may involve patching, shoulder paving, and/or overlays.

The DOT’s project, which will reduce HWY 169 to one-lane traffic depending on the areas under construction, is expected to last through August 31, 2023.

Traffic delays could last 5-15 minutes. P-58 and R-16 will remain open if an alternative route is desired.

Internet Issues At City Hall – Monday, Jan 30th, 2023

Unfortunately, the internet around City Hall is having issues causing our online payment system to not function properly at all times. One-Way Traffic on Grove St

A resident near the corner of 13th and Grove St is having sewer work done the remainder of this week. The manhole in the middle of this intersection will need to be accessed, so there will be one-way traffic on Grove St for the remainder of the week. The City of Adel’s Snow Emergency Parking Ban will be in effect from Wednesday, December 21, 2022 at 6:00 p.m. through Friday, December 23, 2022 at 6:00 p.m.
During the Snow Emergency, no person shall park, abandon, or leave unattended any vehicle on any public street, alley, or City-owned off-street parking area.
The parking ban enables our Public Works Department to conduct its snow removal activities safely and quickly.
Depending on the weather, this ban may be modified.

To better serve our residents City Hall will be open an hour earlier during the week. We hope this gives you the opportunity to stop in and see us on your way to work. The new City Hall hours (beginning Tuesday, September 6th) are:

During the dates listed below sanitary sewer cleaning of the City’s sewer collection system in your area will take place.  This cleaning and inspection is necessary in order to evaluate the sanitary sewer.

  • You most likely will not even notice that any work is being performed.
  • On very rare occasions your house may be affected as follows;

Sewer lines can develop air pressure or a partial vacuum from the cleaning process.  Usually any excess air pressure or vacuum will dissipate through your plumbing vents, but occasionally there are homes with inadequate plumbing vents (no vents, undersized vents or obstructed vents).   In the case of inadequate venting air pressure could escape through your toilet, floor, sink, tub or shower drains causing water splash out or, a vacuum could draw the water out of your fixture traps causing an unpleasant odor.  To guard against this possibility please:

  • Cover all floor drains with plastic and place weight on the plastic.
  • Cover all toilets with plastic and close lid on the plastic.
  • If you should experience an unpleasant odor, run water into each drain to re-fill the traps.

One of the key components of a hazard mitigation plan (HMP) is public input during the planning process. Fireworks Within Adel City Limits

As a reminder, in 2017, the Code of Iowa was amended to allow for the sale and use of consumer fireworks and novelties within the State of Iowa.

However, the Code of Iowa allows cities to ban the use of these types of fireworks within city limits by city code.

Within Adel’s city limits, the use of consumer fireworks and novelties is prohibited by ordinance.

In certain cases, the Adel City Council may grant a permit for the use or explosion of display fireworks. Display fireworks are differentiated from consumer fireworks and novelties under Iowa law.

An organization interested in a display permit must provide evidence that the display fireworks will be managed by a competent operator and obtain insurance as required by the City Code.

Regarding the sale of consumer fireworks or novelties, licensed sellers with the State may sell these types of fireworks within Adel’s city limits. If sellers are operating out of anything other than a permanent building, they must obtain a transient merchant permit at Adel City Hall.

Christmas Tree Pickup

We hope everyone enjoyed their holiday celebrations this past weekend! If you are looking to get rid of real Christmas trees, the pickup days for the City of Adel will be Tuesday, January 4th, and Tuesday, January 11th. Please have your tree out on your curb by 7:00am on those days with all decorations removed.

City Hall Closed Schedule for the Holidays

Adel City Hall will be closed on Friday, December 24th, and Monday, December 27th, as well as Friday, December 31st.

Topographic & Boundary Survey Work

Beginning in December 2021 and continuing through January 2022, McClure Engineering Company will be conducting topographic and boundary survey work at a dozen or so locations throughout town on behalf of the City.

The technical data gathered will be used as the City considers moving forward with the following proposed street projects:

  1. Eagle Vista Pavement Rehabilitation (possibly in 2022)
  2. A number of Pavement Resurfacing Projects (possibly in 2022)
  3. Rapids Street Reconstruction Project from N. 9th to N. 15th Streets (possibly in 2023)

Please Note: The Adel City Council will need to take further action before these proposed projects move forward in full.

Further communications as needed will be made directly to nearby property owners and in general on the City’s website in 2022 and 2023.
